In August 2026, Immigration, Refugees and Citizenship Canada (IRCC) launched consultations on the economic priorities and categories that could be considered for 2027 Express Entry category-based selection.

The consultation period ran from August 4 to September 1, 2026, and is now closed. IRCC stated that feedback from the consultation, together with labour-market information and input from federal, provincial and territorial partners, will help inform future category priorities.

What Is Express Entry Category-Based Selection?

Express Entry is Canada's online system for managing applications for several federal economic immigration programs, including:

Federal Skilled Worker Program
Federal Skilled Trades Program
Canadian Experience Class

Category-based selection was introduced in 2023 as an additional way for IRCC to select candidates whose skills, training, work experience or language abilities are connected to identified economic priorities.

Candidates must still meet the requirements of an applicable Express Entry program and enter the Express Entry pool. Being eligible for a category does not automatically result in an invitation to apply.

Will the 2026 Categories Automatically Continue in 2027?

Not necessarily.

The 2027 consultation was specifically intended to gather views on economic priorities and categories that could be considered for the following year.

Therefore, applicants should not assume that every current 2026 category, occupation or eligibility requirement will remain unchanged in 2027.

Future categories and priorities are subject to government decisions and official announcements by IRCC.

Does Being in a Category Guarantee an Invitation?

No.

Category eligibility does not guarantee an Invitation to Apply (ITA) for permanent residence.

Under category-based selection, candidates must first qualify for an Express Entry program and enter the Express Entry pool. IRCC then identifies candidates who meet the requirements of a particular category and ranks eligible candidates using the Comprehensive Ranking System (CRS).

In category-based rounds, candidates must meet the relevant category requirements in addition to the applicable Express Entry requirements.
